Action tab does not reflect Action manager re-ordering

When I create action 1, then action 2, then move action 2 up above action 1 in the advanced, Manage Action Sets popup so action 2 happens first now, I'm expecting that this new order of occurrence  should also swap action 2 and action 1 on the Props/Action/Info popup's Action sub-tab. The action I created second should now be "Action Set 1" and my first one should now be "Action Set 2", because that's their actual order of execution. Thoughts on this? Besides being a nightmare of array management ;).
